An Appeal to observe AUGUST 10th as “National Protest Day”

Greetings from NCCI- Dalit and Tribal/ Adivasi Concerns!

National Council of Churches in India-Dalit and Tribal/Adivasi Concerns, Catholic Bishop’s Conference of India-Office for SC/BC and National Council of Dalit Christians jointly appeals all of you to organise and proactively participate in observing ‘National Protest Day’ on 10th August to raise our protest regarding the continual negligence of the government to the cry for the rights of Dalit Christians and Dalit Muslims in the country.

The infamous Presidential (Scheduled Caste) Order 1950 was signed on 10th August 1950 by the then President of India which says “No person who professes a religion other than Hinduism shall be deemed to be a member of the scheduled caste” which was later amended to include Sikhs (1956) and Buddhists (1990) in the Scheduled Caste net. But this law, as we are all aware of, keeps the Dalit Muslims and Dalit Christians from the Scheduled Castes list. Ever since this order was promulgated, the Dalit Christians and Dalit Muslims have been observing 10th August as a BLACK DAY/ NATIONAL PROTEST DAY. Unfortunately, due to Covid 19 pandemic we could not conduct any physical meeting/programme for past two years. This year, the situation has been improved and gradually normal life is resuming. We are therefore, hopeful to observe National Protest Day as usual across the country on 10th August. In Delhi, this year since the monsoon session of the parliament is resuming, the organizing committee has decided to hold a “Dharana” at Jantar Mantar, New Delhi on 4th August 2022 from 10AM to 3PM. We extend our cordial invitation to all of you to participate in the ‘Dharana’ and be part of this movement.

Dalit Liberation Sunday 2021

Greetings from NCCI – Dalit and Tribal/ Adivasi Concerns!

Dalit Liberation Sunday has become an important feature in the calendar of Indian Churches and Ecumenical movements. Over the years, there has been a positive response in sensitizing the local congregations towards concerns of Dalits, for no longer caste issue is visualized as a sociological issue or an issue outside the purview of church but more seen as an issue challenging the core of our faith and gospel. Thanks to the enormous support received from across the churches, dioceses, parishes and theological institutions in observing this special Sunday.

We are happy to inform you that the Dalit Liberation Sunday will be observed on 14th November 2021 all over India by the Member Churches/ Institutions of the National Council of Churches in India and Catholic Bishops’ Conference of India. The theme for this year’s DLS is God says No to caste discrimination (Acts 10:28).  Let us as local congregation observe this DLS-2021 in all sincerity and truthfulness to our calling as Christians and sensitize our people to overcome all forms of discriminatory practices of caste across India and initiate uncompromising actions to eradicate such practices in society and thus also within the Christian community.

National Protest Day 10th August

Dear Bishop/Sir/Madam,

Greetings from NCCI!

You are aware that on the 10th of August every year, we remember our demand to include Dalit Christians and Dalit Muslims in the Schedule Caste list. This is year we have designated it as the National Protest Day to protest against this injustice meted out to a section of Indian citizens. You are also aware that in 2013, NCCI has filed an impleading application in the Supreme Court of India in the Civil Writ petition (180/2004) which is pending before the Hon’ble Court. In January 2020, the Supreme Court of India agreed to examine the plea to make reservations “religion neutral” so that Dalit Christians and Muslims too can benefit. The plea is pending before the court.

On 10th of August we remember, the infamous Presidential (Scheduled Caste) Order 1950 which was signed 71 years ago by the then President of India which says “No person who professes a religion other than Hinduism shall be deemed to be a member of the scheduled caste” which was later amended to include Sikhs (1956) and Buddhists (1990) in the Scheduled Caste net. On account of this, Christians and Muslims of Dalit origin continue to be kept out of the Scheduled Caste list thereby denying them privileges in education, getting scholarships, employment opportunities, right to contest in the reserved constituencies, availing legal remedy/protection under SC and ST (Prevention) of Atrocities Act 1989 as amended in 2018, and such other affirmative actions. This is a clear discrimination against Dalit Christians and Dalit Muslims based on religion, and a violation of the freedom of religion and belief which is guaranteed by the Constitution of India.

We realise that our 71 years of struggle for justice should be supported by all people who believe in equality and democracy. The Supreme Court has a monumental opportunity now to render justice to millions of Dalit Christians and Dalit Muslims who continue to suffer from social stigma and the horrors of untouchability.

We appeal to all units of NCCI member Churches/Councils/ Organisations / Agencies to organise virtual meetings/ demonstrations/ hunger fasts/ submitting memoranda/ special prayers/ webinars and other appropriate programmes, adhering to the COVID 19 protocols of restrictions on physical gathering, to demand the repealing of the paragraph 3 of the 1950 Presidential Order. Hopefully we will have celebration of success in this court case next year. Please extend your full cooperation to this struggle for Justice and Equality before law. Please see poster in attachment and pass it to your colleagues / staff/ members with an advice, Episcopal letter or any other such instrument encouraging observance of the National Protest Day on Tuesday the 10th August 2021.

Tribal and Adivasi Sunday 2021

Greetings from NCCI- Dalit and Tribal/ Adivasi Concerns!

The theme for this year’s Tribal and Adivasi Sunday is “Leaving No One Behind.. (1 Cor. 10:24)” and we have prepared a special Order of Worship for the day. You may please take the freedom to use the entire worship order and translate it in your vernacular language or adapt parts of it. We sincerely hope that the observance of this special NCCI Tribal and Adivasi Sunday will be an enriching one in our faith affirmation and commitment and for widening the horizon of our ecumenical journey.

Over the years Tribal and Adivasi Sunday has been celebrated in many parts of our country in sensitizing the local congregation on Tribal and Adivasi Concerns. Thanks to the enormous support we have received from across the churches, dioceses, parishes and institutions in celebrating this special Sunday. This year also we are inviting you to celebrate Tribal and Adivasi Sunday on 8th August in your churches/local parishes/institutions adhering to the Covid-19 protocols of restrictions on physical gathering.
